Is the South Asian association for regional Cooperation (SAARC) a viable organization? Discuss its possibilities in the future world.

INTRODUCTION

1. Since world war-II many regional arrangements have come into existence in different part of the world. Their purposes included providing a gathering for regular consultation, making better use of resources and expertise and up bargaining positions of the member state vis-à-vis the outside world. Now a day these international and regional org seem to have survive increasingly prominent. This is especially in the conduct of foreign affairs and the management of global economics. But could we consider SAARC a practicable? Does it have the potential- the possibility of meeting the objectives on which it was founded? Should we agree with its critics that SAARC appears to be written off as ineffective and sterile? Lets take all these obvious questions in this paper.

History of SAARC

2. In south Asia it took abundant time for the idea to take routes. The idea of SAARC was mooted by the tardy President Zia Ur Rahman in November 1980. After consultation, the foreign ministers of seven countries met for the original time in Colombo in April 1981. This was followed up by a meeting of the committee of the whole, which identified 5 wide-eyed areas of regional co-operation.

The foreign ministers at their first meeting in New Delhi in Aug 83, adopted the declaration on the sec Asian regional cooperation and formally launched the integrated programme of natural process in the five agreed areas of cooperation namely, Agriculture, Rural development, Telecommunication, Meteorology, Health and creation activities. The head of the governments and states at their first SAARC summit held in capital of Bangladesh on 7th and 8th Dec 1985 adopted the consider formally establishing the SAARC.
